I've played Eden a few times because Scarlett is one of still living protagonists and she fights supermutants basically day 1(you have barely enough time to justify on Shale to coincide with their war on Los and prepare naval landing with PA), but tbh I never played that far as to see union happen as Tlaloc is always being dragged into Texas by either Alamo through Santa Anna or by TAA through their war with Rio Grande.

I don't know how familiar you are with this mod but generally, any state that hits 95%+ compliance is considered cored though you'll lose that if they go under 95% compliance. So there's no real benefit to puppetting nations.
